China to further promote government transparency at grassroots

The State Council, China's cabinet, Wednesday urged boosting transparency in grassroots government affairs and accelerating the building of a service-oriented government.

To improve transparency in grassroots government is an important measure to deepen the reform to streamline administration, delegate power, improve regulations and upgrade services, as well as optimize the business environment, according to a statement released after a State Council executive meeting chaired by Premier Li Keqiang.

The meeting urged more efforts to promote standardization of the disclosure of government information, which is closely related to public interests.

The country should enhance public participation in administrative decision-making, and fully take advice through hearings, discussions and other means on matters concerning the public interests, the statement said.

The meeting decided to urge local governments to draw up standard directories on the disclosure of government information by 2020 and realize the full disclosure of the entire process and results.

More efforts should be made to promote the full disclosure of government services, guidelines and procedures both online and offline to provide convenience for enterprises and people.

The draft revision on the regulation of national science and technology awards was also passed at the meeting.

According to the meeting, the purpose of the draft regulation is to further implement the innovation-driven development strategy, improve the science and technology awards system, and arouse an innovative spirit throughout society.

The draft regulation clarified that the country should improve the evaluation criteria, strengthen punishment for disciplinary violations, adhere to fairness, openness and impartiality, and put emphasis on the quality of awards.

In addition, the meeting has decided the winners and awards for the 2019 national science and technology awards.
